Release 3.13

First autumn release

Mostly spent on infrastructure changes, Kubernetes upgrades, improved liveness and readiness-checks for services, and better resource allocation for services. Quality of life & performance upgrades that aren't visible.

Notable server side changes

• Automatically generated trigger names now reflect the alert name rather than the key it was tied to.
• Site name is once again visible in provisioned hosts names
• API prototype call now exposes more valid datapoints
• Stability improvements in the API during upgrades
